The city's repetitive loss analysis places Frog Hollow between higher ground along Washington and Lafayette and the beach. It describes ground elevations there of about 3 to 4 feet NAVD88. Those are land elevations, not predicted water depths inside a house.

Is all of Cape May as low as Frog Hollow?

No. The city's analysis identifies higher areas as well as low-lying neighborhoods. Its Frog Hollow elevations should not be applied to a house elsewhere in town. An elevation certificate and property-specific flood information are more useful than a citywide assumption. We inspect the actual floor and drainage conditions when assessing moisture.

Can we encapsulate a raised Cape May home's crawl space?

Possibly, but the enclosure design comes first. The local flood study recommends flood vents for elevated stem-wall homes. Ground vapor control must not disable openings required for floodwater movement. Have the city's floodplain or construction official confirm the applicable requirements before enclosure changes; we can then explain which moisture measures fit that arrangement.
